コード整理。PostgreSQLバックアップの出力ファイル名を変更。

plugin_baser.sql → baser_plugin.sql

また、過去のバックアップファイルが混入してしまうバグを修正。

fixes #704

trunkにマージしました。
動作確認OKです。
さらに、出力ファイル名の変更等、SiteConfigsControllerに少し調整を入れました。
